Sant’Anna School Professor Gaetana Morgante of the Dirpolis Institute offers concrete advice by working with the Direzione Nazionale Antimafia e Antiterrorismo (Italian National Office for Counter-Terrorism) to develop an effective judicial cooperation and contribute to the prevention of terrorism. Gaetana Morgante is currently coordinating the EU project for Judges Uniting to Stop Terrorism with International, Constitutional and European Law (Justice) to strengthen coordination and cooperation among EU States in combating crimes connected with terrorism, including drug trafficking, illicit arms trade, and money laundering.

The EU programme “JUSTICE” focuses on judicial cooperation in civil and criminal matters, judicial training, with a view to fostering an effective and rule of law-based criminal justice system. This University evidence-based research provides the basis for sound best practice guidelines and recommendations that will contribute in developing policies that are consistent with current legislation and in accordance with our obligations under international law.

“The cooperation with the Direzione Nazionale Antimafia e Antiterrorismo is a unique instrument to enhance national and international efforts to counter terrorism and to the Justice project - said Gaetana Morgante – Italian authorities have been able to combat terrorism domestically by mastering legal tools developed through years of experience in mafia investigations. We aim to improve cooperation in planning a response to terrorism in Europe”.

The cooperation agreement includes a wide array of measures ranging from strengthening States capacity to counter-terrorism mechanisms. Within the University Consortium participating in the projects, Sant’Anna School Dirpolis Institute faculty members Alberto di Martino, Giuseppe Martinico, Giacomo Delledonne and Francesca Biondi Dal Monte, combine a range of expertise in the areas of crime prevention and criminal justice, constitutional law, transnational organized crime, and related international cooperation in criminal matters with operational capacity.
